Because they can't decide whether they want it public or privately owned (at the moment it's private so different bits of it are owned by different companies, which conflict with each other). It's very expensive, yet we see little improvement and all that happens is works overrun or dont get finished by incompetent companies, so noone can get to work the next morning. On top of that there's always strikes over pay. And when people want to get to work in the morning, especially here, there's so many people and it's so crowded. In the Netherlands they have double-decker trains, they should really, really have those here.
However I will give them that it is slowly improving down here, amid all the works where they shut down half the lines on weekends of course. But I cant really say for the rest of the country, although if its anything like the journey I had to Birmingham a couple of weeks ago then it must be pretty crap.
